Liebe Kolleg*innen!
Wie wir Ihnen schon mehrfach im Personalratsinfo berichtet haben, schnürt das Land Niedersachsen der Leibniz Universität Hannover und den anderen niedersächsischen Hochschulen den Gürtel immer enger zu. Nach der Globalen Minderausgabe, die jährlich Einsparungen in Millionenhöhe noch weit in die Zukunft hinein bedeutet, kommt nun der Ausgleich der coronabedingten Ausgaben des Landes. Rechnet man steigende Energiekosten und Sanierungsstau hinzu, wird einem schnell klar, dass unterm Strich nur eines stehen kann: Personalkosten sparen.
Der Protest dagegen ist breit aufgestellt und reicht von der Landeshochschulkonferenz bis zur LandesAstenKonferenz. Der Personalrat der Leibniz Universität Hannover hat zusammen mit vielen anderen Hochschulpersonalräten aus Niedersachsen und der Gewerkschaft ver.di einen offenen Brief an Ministerpräsident Weil und Wissenschaftsminister Thümler geschrieben, der eine Abkehr von dem Sparzwang und eine auskömmliche, dauerhafte Hochschulfinanzierung fordert. Um den Protest noch lauter werden zu lassen, hat sich das Bündnis für studentische Belange mit Vertreter*innen der Leibniz Universität Hannover zusammengetan und ruft gemeinsam alle Studierenden und Beschäftigten der Leibniz Universität Hannover auf zu einer
Fahrraddemonstration am 12. Mai 2021 um 10:00 Uhr
Wir Personalratsmitglieder der Leibniz Universität Hannover werden uns an der Demonstration beteiligen und fordern Sie alle, liebe Kolleg*innen, auf mitzukommen. Helfen Sie mit, die Zukunft all unserer Arbeitsplätze zu sichern und die Qualität von Arbeit, Forschung und Lehre an unserer Universität aufrechtzuerhalten! Vergessen Sie aber bitte nicht, die Teilnahme an der Demo mit Ihren Vorgesetzten abzusprechen und ggf. Zeitausgleich dafür zu nehmen.
Die Demonstration startet um 10:00 Uhr vor dem Welfenschloss mit einer Auftaktkundgebung. Danach ist folgender zeitlicher Ablauf geplant:
- 10:00 Uhr - Auftaktkundgebung
- 10:30 Uhr - Start Demonstrationszug
- 11:00 / 11:10 Uhr - Finanzministerium / Zwischenkundgebung - Übergabe Forderungen
- 11:30 Uhr - Weiter zum Landtag
- 12:00 Uhr - Landtag / Abschlusskundgebung
- ab 12:30 Uhr - 14:00 Uhr - Aktionen auf dem Hannah-Arendt-Platz

Selbst wenn Sie sich nicht an der Fahrraddemonstration beteiligen können, kommen Sie bitte zur Auftakt- oder Abschlusskundgebung! Die vom Land aufgezwungenen Sparmaßnahmen betreffen uns alle, und es ist deshalb dringend notwendig, dass wir alle dagegen protestieren.
Und noch ein wichtiger Hinweis: Bitte tragen Sie bei der Demonstration eine FFP2- oder OP-Maske und halten Sie genügend Abstand zu anderen Teilnehmer*innen! Den Anweisungen der Ordner*innen ist bei der Demonstration unbedingt Folge zu leisten.

Dear colleagues!
The government of the federal state of Lower Saxony has been cutting funds for Leibniz University of Hannover and the other universities and colleges in Lower Saxony for a long time now, and there is no end in sight. The university is already forced to reduce costs drastically to conform to the federal government’s direction of General Reduced Expenditure (Globale Minderausgabe), and this will go on for the foreseeable future. Additionally, universities and colleges will have to reduce costs further in order to help with the federal state’s spending in terms of corona relief payments. Add to that rising energy costs and the growing backlog of urgent refurbishments of university buildings, and it soon becomes clear that there is only one way for the university to pay for all this: personnel cuts.
Protest against these developments is forming in all areas of academic life, from the Conference of Lower Saxony Universities and Colleges (Landeshochschulkonferenz) to the Conference of General Students’ Councils in Lower Saxony (LandesAstenKonferenz). Leibniz University of Hannover’s staff council, together with the trade union ver.di and staff councils of many other universities and colleges in Lower Saxony, has written an open letter to Lower Saxony’s Prime Minister Weil and Sciences Minister Thümler, in which we demand an end to this budgetary rigour and the implementation of adequate, stable financing for Lower Saxony’s universities and colleges. In order to crank up the volume on this protest, the Alliance for Students’ Issues (Bündnis für studentische Belange) and several Leibniz University of Hannover bodies are now calling on all students and staff members of Leibniz University of Hannover to take part in a
Demonstration by Bicycle on May 12, 2021 at 10:00 a.m.
We members of Leibniz University of Hannover‘s staff council will take part in the demonstration, and we urge all of you, dear colleagues, to join us. Please help to secure the future of all our jobs and ensure the continuing quality of our university’s workplace, research and education! If you do plan to take part, please do not forget to clear this beforehand with your superior and take compensatory time-off, if necessary.
The demonstration will start at 10:00 a.m. in front of the university’s main building, the Welfenschloss, with an opening rally. After that, the following timetable is planned:
- 10:00 a.m. – opening rally
- 10:30 a.m. – start of the protest march (by bike!)
- 11:00 / 11:10 a.m. – interim rally at the Ministry of Finance and handing over of the demands
- 11:30 a.m. – protest march continues to Federal State Parliament Building (Landtag)
- 12:00 noon – closing rally at the Federal State Parliament Building (Landtag)
- 12:30 noon – 2 p.m. – activities on Hannah-Arendt-Platz

If you are unable to take part in the protest march by bike, please consider coming to the opening rally or to the closing rally! The severe budgetary cuts the federal government forces on the university will affect us all, and therefore it is vital that we all unite in protest against them.
Please note: During the demonstration, please wear a FFP2 mask or a surgical mask and make sure to always keep a sufficient distance to fellow participants! There will be stewards (Ordner) at the demonstration whose job it is to ensure that all participants obey the rules proclaimed at the beginning of the opening rally. All participants must follow the stewards’ directions during the demonstration. If you are unsure about the rules because these were only proclaimed in German, please ask a steward to explain them to you.
